Registration Fees

PYCR Yachts are subject to two re-occurring fees: an annual registration fee as Pleasure Yacht due on the 1st of April and the Commercial Yacht Fees Scheme (refer to Commercial Yacht Fees Scheme below).

Commercial Yacht Fees Scheme

The Commercial Yacht Fees Scheme applies to a PYCR yacht that has:

  • 500gt or over and that has successfully completed an initial ISM verification; or
  • Under 500gt and that has successfully completed an initial MLC inspection

This scheme spreads the cost of Survey and Certification by the Ship Registry through an annual payment of £3,276 (calculated from a monthly payment of £273).

The scheme entitles vessels to two visits from a Ship Registry Surveyor in a 5-year period and the completion of the following (if required):

  • The conduct of intermediate or renewal verifications for compliance with the ISM code;
  • The conduct of intermediate or renewal verifications for compliance with the ISPS code;
  • The conduct of any single periodical and renewal survey for compliance with the REG Yacht Code;
  • The conduct of intermediate or renewal inspections for compliance with MLC;
  • Mandatory General Inspection;
  • The issue of any certificate, document of compliance, report or DMLC associated with the above except for the issue of a CSR; and
  • The issue of any ships statutory certificate replacing one previously issued by the Department. Except for the issue of a CSR or the re-issue of a ships statutory certificate resulting from a change to any of the particulars recorded on the CSR.

This fee also covers all the costs of a Surveyors travel including flights but does not cover the cost of any port to ship or ship to port transfers or any agents fees.

The Commercial Yacht Fees Scheme does not include:

  • The assessment and issue of any exemption certificate;
  • The extension of any certificate;
  • The assessment and issue of any letter of comfort, dispensation, waiver or alternative arrangement; or
  • Any certificate of financial insurance for civil liability for oil pollution damage (for example CLC or Bunkers) or a wreck removal insurance certificate.

Where a surveyor has travelled to the location of a yacht, an additional fee of £615 is payable for each waiting day except the first day.

Survey/Audit Fees

All PYCR yachts must be visited by a Ship Registry surveyor prior to registration for completion of a pre-registration survey and any other applicable survey or audit.

The Survey fee includes the conduct of any inspection, verification or survey carried out on a yacht during the same visit by the surveyor or during the same remote survey and will generally include:

  • A pre-registration survey or initial general inspection;
  • An interim or initial ISPS Code verification;
  • An interim or initial ISM Code verification;
  • An interim or initial MLC Code verification; and
  • The initial REG Yacht Code survey.

Surveyor travel to and from the yacht is charged at cost. Where a surveyor has travelled to the location of a yacht, an additional fee of £650 is payable for each waiting day except the first day.

The fees to carry out any additional inspection of a commercial yacht are the same as specified in the table above. An additional inspection is any inspection, verification or survey other than:

  • A pre-registration survey, initial general inspection or mandatory general inspection;
  • Interim, initial, intermediate or renewal verification for compliance with the ISPS code/ISM code/MLC Convention
  • Inspection for compliance with the MLC convention for a commercial yacht under 500gt
  • An initial, periodical or renewal survey for compliance with the REG Yacht Code

Interim Verifications

Interim ISPS, ISM and MLC verifications of PYCR yachts are typically carried out at the same time as other major inspections.

There are some circumstances however where an interim ISPS, ISM or MLC verification is required on its own, for example when a commercial yacht changes manager. These verifications will be conducted remotely unless requested otherwise by the Commercial Yacht Manager.

For new build vessels or vessels undergoing major modifications there is an option available to pay a fixed fee for all services, certification and approvals required.

  • An initial visit by the Department to the yard;
  • A mid-term survey visit by the Department at the yard;
  • A visit by the Department at the yard to conduct —
    • A pre-registration survey or an initial general inspection;
    • An initial survey for compliance with the REG Yacht Code;
    • An inspection for compliance with MLC*;
    • An interim verification for compliance with the ISM Code**;
    • An interim verification for compliance with the ISPS Code**; and
    • An interim MLC inspection**;
  • The approval of the crew accommodation arrangements in accordance with MLC;
  • The approval of the Ship Security Plan**
  • An assessment of the proposal for safe manning;
  • The issue of —
    • A certificate of compliance for a large charter yacht;
    • A safe manning document; and
    • An interim MLC certificate (if requested).

    • The first Isle of Man CSR**;

Regulatory Compliance Assistance

A fee of £555 per day is payable for regulatory compliance assistance with the development of novel designs or equivalent arrangements (or similar) for a PYCR yacht.

This fee is based on a 7.5 hour day. Surveyor travel and subsistence (including cost of visas) associated with Regulatory Compliance Assistance will be charged at cost.
